House Bill 339 - Maryland Lynching Truth and Reconciliation Commission - Reporting and Sunset Extension
This bill extends the reporting and sunset of the Maryland Lynching Truth and Reconciliation Commission (MLTRC) by two years. Established in 2019, this was the first Commission in the United States to research cases of racially motivated lynchings and hold public meetings and regional hearings where a lynching of an African American by a white mob has been documented. The Commission is finding the path forward with and alongside a diverse array of stakeholders to afford descendants, our communities, and the State of Maryland with the opportunity for racial healing and social transformation.
House Bill 395 - State Government – State Facilities Changes and Closures – Procedures Health and Government Operations Committee
This bill creates a standardized process that will bring transparency when state agencies make decisions concerning changes or closures of state facilities, which includes:

Maternal deaths and serious postpartum health incidents is a public health crisis that continues to disproportionately affect women of color statewide and nationally. This bill updates and streamlines processes for care coordination, creates a report card for all birthing facilities, and increases the state’s study and action on Severe Maternal Morbidity.
HB 1092 - Public Safety Answering Point Personnel - Training in Telecommunications Cardiopulmonary Resuscitation
Out-of-hospital cardiac arrest (OHCA) is a serious issue that continues to affect lives nationwide and across the state of Maryland. This bill alters the purposes of the 9-1-1 Trust Fund to include funding the costs of telecommunications cardiopulmonary resuscitation training.

2025
HB 331 - Public Information Act - Public Access Ombudsman - Delegation of Powers
Maryland currently has one Public Access Ombudsman to handle all public information requests. HB 331 would allow the Ombudsman to delegate tasks to trained staff in the Office of the Public Access Ombudsman, streamlining the process and reducing the backlog of requests. This change will improve efficiency, fostering a more transparent, responsive, and accountable government for the people of Maryland.
HB 424 - Prescription Drug Affordability Board - Authority for Upper Payment Limits (Lowering Prescription Drug Costs for All Marylanders Now Act)
The Lowering Prescription Drug Costs for All Marylanders Now Act,a reintroduction of previous legislation, expands the authority of Maryland’s first-in-the-nation Prescription Drug Affordability Board to set upper-payment limits for prescription drugs. HB 424 is an opportunity to provide relief for residents and give the state an effective tool to combat the skyrocketing costs of prescription medications. Beyond helping patients save on drug costs, this legislation is also vital in addressing the racial health inequities that persist in our state.
HB 1100 - Public Health - Health Equity Dashboard
Understanding health disparities is the first step toward addressing them. To support this effort, the Public Health Equity Dashboard bill requires the Maryland Department of Health and the Commission on Health Equity to develop a clear, accessible dashboard displaying health disparity data by race, ethnicity, and gender. By providing regular updates, the dashboard will ensure the data remains relevant, enabling targeted actions and informed decision-making. Ultimately, this initiative aims to create a healthier, more equitable Maryland.
HB 1146 - Maryland Behavioral Health Crisis Response System – Integration of 9–8–8 Suicide and Crisis Lifeline Network and Outcome Evaluations
Effective crisis intervention is essential for public health and safety. This bill equips Maryland’s crisis communication centers to collaborate with the 9-8-8 Suicide and Crisis Lifeline Network, providing immediate access to counseling, suicide prevention, and other critical support. By unifying these services, we are enhancing Maryland’s crisis response system—making it more efficient, comprehensive, and accessible to those in need.
These bills represent hours of thoughtful discussion and engagement with a diverse range of stakeholders.
As s member of the House Health & Government Operations Committee, I have the pleasure to work on legislation that promotes population health, improves how health care is delivered, government transparency, and equity.
